South Africa - Broad-based call for grid-access rules certainty

Creamer Media's Engineering News - State-owned power utility Eskom, regulatory authority the National Energy Regulator of South Africa (Nersa) and an independent power analyst called for the finalisation of revisions to laws governing grid access, the utility and inde- pendent power producers (IPPs), as this clarity will also boost bilateral trade, own-use generation and independent power generation, transmission and distribution.
The Independent System and Market Operator Establishment (ISMO) Bill must be finalised and a clear direction for distribution entity EDI Holdings must also be determined. The questions pertaining to the restructuring of distribution and regional electricity distributors must also be resolved, says Nersa Regulatory Reform Department spokesperson Nhlanhla Ngidi.
“The ISMO Bill aims to introduce competition into the electricity industry, with the objective to create electricity trading so that Eskom will eventually produce 70% of South Africa’s electricity and IPPs 30%.
