In many countries the shortage of freshwater re-sources is becoming a critical obstacle to economic development. An important aspect of this is the very high water consumption in agriculture compared to other sectors. The Briefing Note ‘Water Scarcity and Agriculture’ explores this in more detail. A conse-quence of this situation is the need to discuss and improve the effectiveness and efficiency of agricul-tural water management in the light of resource scar-city.
